QUALITY ASSURANCE SPECIALIST

SUMMARY OF DUTIES:
The purpose of this position is to establish, develop, and implement the AASF quality assurance and reliability programs. Serves as the Quality Assurance Representative for the AASF. Develops the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards. Develops quality assessment plans to evaluate and improve quality of maintenance production and work processes. Develops local regulations and/or operating instructions for implementation of the quality assurance and reliability program and ensures compliance with procedures. Serves as quality assurance authority in the AASF. Acts as a consultant to higher-ranking personnel on quality assurance/verification matters. Maintains the AASF master library. Manages technical publications accounts. Monitors the AASF publication improvement system to include the recommended changes to publications and blank forms (DA Form 2028) and material deficiency, and Quality Deficiency Reports (QDR). Manages the Safety-of-Flight (SOF) and Aviation Safety Action Message (ASAM) programs to ensure effective and timely accomplishment. Monitors aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements. Manages the weight and balance program. Performs other duties as assigned. Experience:
Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED
Experience:
Must have at least 24 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. Physical Demands:
In addition to the work performed at a desk, the duties regularly require extended periods of walking, standing, or bending while observing manufacturing operations, witnessing tests or examining material and processes at an aircraft (AASF) maintenance facility. Work Environment:
In addition to the work that may be performed in an office setting, the duties involve regular and recurring visits to maintenance, storage, or test areas. Such visits may require use of appropriate protective clothing or gear such as safety glasses and shoes, ear protection, and observance of appropriate safety precautions. Other Requirements:
--For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. --For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MILITARY TECHNICIAN COMPATIBILITY POSITION:
Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. This temporary limited appointment may be converted to a non-temporary appointment without further competition. m. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected. o. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. p. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. q. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition. r. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
